Article D2197-21 of the French Public procurement code

The committee notifies its opinion within six months of the date on which the matter is referred to it. This period may be extended by periods of one month, up to a maximum of three months, where this is justified by particular difficulties in examining the case.
The opinion is notified to the purchaser and to the contract holder. It is sent, for information, to the Minister responsible for the economy and, in the case of contracts awarded by local authorities, their groupings or their public establishments, to the Prefect of the department or region in which the purchaser is located.

Le comité notifie son avis, dans le délai de six mois à compter de sa saisine. Ce délai peut être, lorsque que des difficultés particulières d’instruction du dossier le justifient, prolongé par périodes d’un mois dans la limite d’une durée de trois mois.
L’avis est notifié à l’acheteur ainsi qu’au titulaire du marché. Il est transmis, pour information, au ministre chargé de l’économie et, dans le cas des marchés des collectivités territoriales, de leurs groupements ou de leurs établissements publics, au préfet du département ou de la région du ressort de l’acheteur.
