Article D32 of the French Code of Criminal Procedure

Where, following an investigation initiated on the basis of a civil party’s complaint, a decision to dismiss the case has been handed down, the person under investigation and any person referred to in the complaint may have a copy of the complaint and the decision to dismiss the case issued by the public prosecutor with a view to the possible application of the provisions of article 91 of the Code of Criminal Procedure.

Quand, après une information ouverte sur constitution de partie civile, une décision de non-lieu a été rendue, la personne mise en examen et toute personne visée dans la plainte peut se faire délivrer par le procureur de la République, une expédition de la plainte et de la décision de non-lieu en vue de l’application éventuelle des dispositions de l’article 91 du code de procédure pénale.
