Article D3441-1 of the French General Code of Local Authorities

In the overseas departments, the departmental investment harmonisation conference referred to in article L. 3142-1, in addition to the President of the General Council and the Prefect, comprises:

– in Guadeloupe: one mayor of a commune with fewer than 12,000 inhabitants, appointed by the college of mayors of communes with fewer than 12,000 inhabitants, with the exception of island communes; one mayor of an island commune, appointed by the college of mayors of island communes; two mayors of communes with 12,000 inhabitants or more, appointed by the college of mayors of communes with 12,000 inhabitants or more;

– in French Guiana: two mayors of communes with fewer than 2,000 inhabitants, appointed by the college of mayors of communes with fewer than 2,000 inhabitants; two mayors of communes with 2,000 inhabitants or more, appointed by the college of mayors of communes with 2,000 inhabitants or more;

– in Martinique: two mayors of communes with fewer than 12,000 inhabitants, appointed by the college of mayors of communes with fewer than 12,000 inhabitants; two mayors of communes with 12,000 inhabitants or more, appointed by the college of mayors of communes with 12,000 inhabitants or more;

– in Réunion: one mayor of a commune with fewer than 12,000 inhabitants, appointed by the college of mayors of communes with fewer than 12,000 inhabitants; one mayor of a commune with between 12,000 and 25,000 inhabitants, appointed by the college of mayors of communes with between 12,000 and 25,000 inhabitants; two mayors of communes with more than 25,000 inhabitants, appointed by the college of mayors of communes with more than 25,000 inhabitants;

– in Mayotte: two mayors of municipalities with fewer than 2,000 inhabitants, appointed by the college of mayors of municipalities with fewer than 2,000 inhabitants; two mayors of municipalities with 2,000 inhabitants or more, appointed by the college of mayors of municipalities with 2,000 inhabitants or more.

In each of the aforementioned départements, the departmental investment harmonisation conference also includes a president of a group of communes, appointed by the college of presidents of groups of communes.

Dans les départements d’outre-mer, la conférence départementale d’harmonisation des investissements, visée à l’article L. 3142-1, outre le président du conseil général et le préfet, comprend :

– en Guadeloupe : un maire d’une commune de moins de 12 000 habitants, désigné par le collège des maires des communes de moins de 12 000 habitants, à l’exception des communes insulaires ; un maire d’une commune insulaire, désigné par le collège des maires des communes insulaires ; deux maires de communes de 12 000 habitants et plus, désignés par le collège des maires des communes de 12 000 habitants et plus ;

– en Guyane : deux maires de communes de moins de 2 000 habitants, désignés par le collège des maires des communes de moins de 2 000 habitants ; deux maires de communes de 2 000 habitants et plus, désignés par le collège des maires des communes de 2 000 habitants et plus ;

– en Martinique : deux maires de communes de moins de 12 000 habitants, désignés par le collège des maires des communes de moins de 12 000 habitants ; deux maires de communes de 12 000 habitants et plus, désignés par le collège des maires de communes de 12 000 habitants et plus ;

– à la Réunion : un maire d’une commune de moins de 12 000 habitants, désigné par le collège des maires des communes de moins de 12 000 habitants ; un maire d’une commune de 12 000 à 25 000 habitants, désigné par le collège des maires de communes de 12 000 à 25 000 habitants ; deux maires de communes de plus de 25 000 habitants, désignés par le collège des maires des communes de plus de 25 000 habitants ;

– à Mayotte : deux maires de communes de moins de 2 000 habitants, désignés par le collège des maires des communes de moins de 2 000 habitants ; deux maires de communes de 2 000 habitants et plus, désignés par le collège des maires des communes de 2 000 habitants et plus.

Dans chacun des départements précités, la conférence départementale d’harmonisation des investissements comprend en outre un président de groupement de communes, désigné par le collège des présidents de groupements de communes.
