Each National Professional Council and each federative structure adopts its own rules of procedure.
These rules of procedure stipulate, in particular, where this information is not included in the articles of association, the composition and operating procedures of the bodies mentioned in article D. 4021-4, the procedures relating to the budget cycle, the conditions for concluding agreements, the procedures for identifying professionals likely to be appointed as experts and the provisions relating to the management of declarations of interest by the members of the bodies and the experts appointed on behalf of the National Professional Council or the federative structure.
In the case of federative structures, the internal regulations define the terms and conditions under which they fulfil their role of coordinating discussions and work, carrying out functions on behalf of their members and representing them in dealings with the public authorities.
They shall guarantee balanced representation of the different ways in which the profession or speciality is practised.
A person holding the office of president, secretary general or treasurer of a member body of a National Professional Council may not hold one of these offices within the National Professional Council or the federative structure to which the Council has joined.
