The duties of the person in charge of missions falling within the remit of the national plant variety authority are:
receiving, registering and examining applications for plant variety certificates and objections to the issue of certificates;
keeping the various registers relating to the protection of plant varieties and ensuring the registration of all acts affecting the ownership of certificates as well as the various publicities provided for ;
-to liaise with all competent bodies and, in particular, for matters relating to variety denominations and technical examinations, with the office of the International Union for the Protection of New Varieties of Plants, the Community Plant Variety Office and its examination offices, as well as foreign national bodies responsible for plant variety protection ;
-drawing up breeders’ certificates and issuing all copies of official documents;
-ensuring or arranging for the inspection of the conservation of varieties for which certificates have been issued;
-participating in the preparation of the budget of the public interest group mentioned in Article L. 412-1 with regard to the tasks of the national plant variety authority.
It participates in the preparation of regulatory texts relating to the protection of new plant varieties; it participates in the preparation and negotiation of international agreements, with a view to facilitating or improving the protection of new plant varieties.
It draws up an annual report on its activities, which it presents to the standing technical committee on crop plant breeding mentioned in articles D. 661-1 of the Code rural et de la pêche maritime.
