Article D48-8 of the French Code of Criminal Procedure

Financial penalties may be transmitted, for the purpose of enforcement, to any Member State of the European Union in which the sentenced person has his habitual residence, possesses property or income, or has his registered office.

The Public Prosecutor shall be competent, in accordance with the rules and under the conditions determined by this Chapter, to transmit a financial penalty to the competent authorities of the other Member States of the European Union or to enforce it at their request.

Financial penalties shall be subject to the same rules and entail the same legal effects as fines.

Les sanctions pécuniaires peuvent être transmises, aux fins d’exécution, à tout Etat membre de l’Union européenne dans lequel la personne condamnée a sa résidence habituelle, possède des biens ou des revenus, ou a son siège.

Le ministère public est compétent, selon les règles et dans les conditions déterminées par le présent chapitre, pour transmettre aux autorités compétentes des autres Etats membres de l’Union européenne ou pour exécuter, sur leur demande, une sanction pécuniaire.

Les sanctions pécuniaires sont soumises aux mêmes règles et entraînent les mêmes effets juridiques que des peines d’amende.
