Article D6222-1 of the French General Code of Local Authorities

The President of the Territorial Council wears the tricolour scarf with gold fringed tassels in public ceremonies and whenever the exercise of his functions may make this distinctive sign of his authority necessary.

The Vice-Presidents of the Territorial Council wear the tricolour scarf with silver fringed tassels when performing their duties as civil registrars and judicial police officers, and when replacing or representing the President pursuant to Articles LO 6222-2 and LO 6252-3.

Territorial councillors wear the tricolour scarf with silver fringed tassels when they replace the president of the territorial council pursuant to Article LO 6222-2.

Members of the Executive Council wear the tricolour scarf with silver fringed tassels when they are led to solemnise marriages by delegation of the President of the Territorial Council under the conditions laid down by Article LO 6252-3.

The tricolour scarf may be worn either as a belt or from the right shoulder to the left side. When worn as a sash, the order of colours shows blue at the top. When worn as a sash, the order of the colours shows blue near the collar, to differentiate it from the MPs.

Le président du conseil territorial porte l’écharpe tricolore avec glands à franges d’or dans les cérémonies publiques et toutes les fois que l’exercice de ses fonctions peut rendre nécessaire ce signe distinctif de son autorité.

Les vice-présidents du conseil territorial portent l’écharpe tricolore avec glands à franges d’argent dans l’exercice de leurs fonctions d’officier d’état civil et d’officier de police judiciaire, et lorsqu’ils remplacent ou représentent le président en application des articles LO 6222-2 et LO 6252-3.

Les conseillers territoriaux portent l’écharpe tricolore avec glands à franges d’argent lorsqu’ils remplacent le président du conseil territorial en application de l’article LO 6222-2.

Les membres du conseil exécutif portent l’écharpe tricolore avec glands à franges d’argent lorsqu’ils sont conduits à célébrer des mariages par délégation du président du conseil territorial dans les conditions fixées par l’article LO 6252-3.

L’écharpe tricolore peut se porter soit en ceinture, soit de l’épaule droite au côté gauche. Lorsqu’elle est portée en ceinture, l’ordre des couleurs fait figurer le bleu en haut. Lorsqu’elle est portée en écharpe, l’ordre des couleurs fait figurer le bleu près du col, par différenciation avec les parlementaires.
