Article D6523-2-1 of the French Labour Code

In Guadeloupe, French Guiana, Martinique and La Réunion, approved skills operators from one or more professional branches may be authorised, for one or more local authorities, to manage the contributions of the companies mentioned in Title III of Book I of Part Six of this Code when their local presence enables them to provide local services to the companies concerned and, in particular, to implement partnerships for the deployment of training initiatives in the territories concerned.

The authorisation referred to in the first paragraph is issued by a joint order of the ministers responsible for vocational training and overseas France, which specifies the territorial scope for which the authorisation is issued and the scope of application of the agreement establishing the skills operator concerned.

Article D6523-2-1

En Guadeloupe, en Guyane, en Martinique et à La Réunion, des opérateurs de compétences agréés d’une ou plusieurs branches professionnelles peuvent être autorisés, pour une ou plusieurs collectivités, à gérer les contributions des entreprises mentionnées au titre III du livre Ier de la sixième partie du présent code lorsque leur implantation locale leur permet d’assurer des services de proximité auprès des entreprises concernées et, notamment, la mise en œuvre de partenariats pour le déploiement d’actions de formation sur les territoires concernés.

L’autorisation mentionnée au premier alinéa est délivré par un arrêté conjoint des ministres chargés de la formation professionnelle et de l’outre-mer, qui précise le champ territorial sur lequel est délivrée l’autorisation ainsi que le champ d’application de l’accord constitutif de l’opérateur de compétences concernés.
