Article L1112-15 of the French General Code of Local Authorities

The electors of a local authority may be consulted on decisions which the authorities of that authority contemplate taking to regulate matters falling within its jurisdiction. The consultation may be limited to the electors of a part of the local authority’s area of jurisdiction, for matters of particular interest to that part of the local authority.

Les électeurs d’une collectivité territoriale peuvent être consultés sur les décisions que les autorités de cette collectivité envisagent de prendre pour régler les affaires relevant de la compétence de celle-ci. La consultation peut être limitée aux électeurs d’une partie du ressort de la collectivité, pour les affaires intéressant spécialement cette partie de la collectivité.
