Article L1115-3 of the French General Code of Local Authorities

The mobility organising authorities pursuant to I of article L. 1231-1 of the Transport Code, the municipalities continuing to organise mobility services pursuant to II of the same article L. 1231-1 and the “Île-de-France Mobilités” public establishment mentioned in article L. 1241-1 of the same code may, within the limit of 1% of the resources allocated to the mobility services budgets, excluding the payment intended for the financing of mobility services, finance from these budgets cooperation actions with foreign local authorities and their groupings, within the framework of the agreements provided for in article L. 1115-1 of this code, emergency aid actions for the benefit of these authorities and groupings as well as international solidarity actions in the field of mobility.

Les autorités organisatrices de la mobilité en application du I de l’article L. 1231-1 du code des transports, les communes continuant à organiser des services de mobilité en application du II du même article L. 1231-1 et l’établissement public “ Île-de-France Mobilités ” mentionné à l’article L. 1241-1 du même code peuvent, dans la limite de 1 % des ressources affectées aux budgets des services de mobilité, hors versement destiné au financement des services de mobilité, financer sur ces budgets des actions de coopération avec les collectivités territoriales étrangères et leurs groupements, dans le cadre des conventions prévues à l’article L. 1115-1 du présent code, des actions d’aide d’urgence au bénéfice de ces collectivités et groupements ainsi que des actions de solidarité internationale dans le domaine de la mobilité.
