Article L1253-20 of the French Labour Code

The tasks entrusted to employees of the grouping who are made available to a local authority may not constitute the grouping’s main activity. The time devoted by each employee to tasks carried out on behalf of member local authorities may not exceed, over the calendar year, three quarters of the contractual or conventional working time or, failing that, the statutory working time, calculated annually.

Les tâches confiées aux salariés du groupement mis à disposition d’une collectivité territoriale ne peuvent constituer l’activité principale du groupement. Le temps consacré par chaque salarié aux tâches effectuées pour le compte des collectivités territoriales adhérentes ne peut excéder, sur l’année civile, les trois quarts de la durée du travail contractuelle ou conventionnelle ou, à défaut, légale, calculée annuellement.
