Article L131-14 of the French Sports Code

For each sport and for a given period, a single approved federation is delegated by the Minister responsible for sport.

The granting of the delegation is subject to the conclusion of a delegation contract between the State, represented by the Minister for Sport, and the federation concerned, the duration of which is set by decree in the Conseil d’Etat.

The delegating federation may only entrust a professional league created in application ofarticle L. 132-1 with prerogatives delegated by the State by virtue of a sub-delegation organised by the agreement which specifies the relationship between the federation and the professional league. This agreement defines in particular the terms and conditions of the professional league’s contribution to the national strategy of the federation concerned aimed at promoting the principles of the Republican Commitment Contract.

A decree by the Conseil d’Etat shall determine the conditions for awarding and withdrawing the delegation, as well as the content and terms of the agreement mentioned in the first paragraph of this article, after consulting the French National Olympic and Sports Committee.

Article L131-14

Dans chaque discipline sportive et pour une durée déterminée, une seule fédération agréée reçoit délégation du ministre chargé des sports.

L’octroi de la délégation est subordonné à la conclusion d’un contrat de délégation entre l’Etat, représenté par le ministre chargé des sports, et la fédération concernée, dont la durée est fixée par décret en Conseil d’Etat.

La fédération délégataire ne peut confier à une ligue professionnelle créée en application de l’article L. 132-1 des prérogatives déléguées par l’Etat qu’en vertu d’une subdélégation organisée par la convention qui précise les relations entre la fédération et la ligue professionnelle. Cette convention définit notamment les modalités de la contribution de la ligue professionnelle à la stratégie nationale de la fédération concernée visant à promouvoir les principes du contrat d’engagement républicain.

Un décret en Conseil d’Etat détermine les conditions d’attribution et de retrait de la délégation, ainsi que le contenu et les modalités du contrat mentionné au premier alinéa du présent article après avis du Comité national olympique et sportif français.
