Article L131-70 of the French Monetary and Financial Code

Any banker who issues his creditor with blank cheque forms, payable at his cash desk, must, on pain of a fine of 7.5 euros per offence, mention on each form the name of the person to whom the form is issued.

Any banker who, having sufficient funds and in the absence of any stop payment, refuses to pay a cheque duly drawn on his bank is liable for the damage resulting, for the drawer, both from the non-execution of his order and from the damage to his credit.

Tout banquier qui délivre à son créancier des formules de chèques en blanc, payables à sa caisse, doit, sous peine d’une amende de 7,5 euros par infraction, mentionner sur chaque formule le nom de la personne à laquelle cette formule est délivrée.

Tout banquier qui, ayant provision et en l’absence de toute opposition, refuse de payer un chèque régulièrement assigné sur ses caisses est tenu responsable du dommage résultant, pour le tireur, tant de l’inexécution de son ordre que de l’atteinte portée à son crédit.
