When a conceding authority concludes a single contract intended to satisfy objectively indissociable needs which, on the one hand, are covered by the ordinary law on concession contracts provided for in Book I of Part Three and, on the other hand, are not covered by this Code, this contract is subject to the provisions applicable to its main purpose.
Where the main subject of the contract cannot be objectively determined, the contract is subject to the provisions of Book I of Part Three.
