The contracts mentioned in article L. 141-5 may only relate to the driving of transport vehicles and the safety measures inherent in the latter, to the exclusion of what concerns the supervision of persons detained or held during transport, which remains the responsibility of the State.

Les marchés mentionnés à l’article L. 141-5 ne peuvent porter que sur la conduite des véhicules de transport et les mesures de sécurité inhérentes à cette dernière, à l’exclusion de ce qui concerne la surveillance des personnes retenues ou maintenues au cours du transport qui demeure assurée par l’Etat.
