The Board of Directors is chaired by the President of the Corsican Executive Council or one of the members of the Executive Council appointed by the President of the Executive Council or one of the members of the Board of Directors appointed by the President of the Executive Council after the renewal of the representatives of the Corsican local authority and that of the representatives of the municipalities and public establishments for inter-municipal cooperation.
The Bureau of the Board of Directors is made up of the Chairman, three Vice-Chairmen and, if necessary, one additional member.
The composition of the Bureau is determined by the Board of Directors at the first meeting following each renewal. At this meeting, the members of the Executive Committee, other than the Chairman, are elected by an absolute majority of the voting members of the Board of Directors. The first and third vice-chairmen shall be of different genders to the chairman.
A minimum of one vice-chairman shall be elected from among the mayors representing the municipalities and public establishments for inter-municipal cooperation or, if there is no mayor on the Board of Directors, from among the representatives of the municipalities and public establishments for inter-municipal cooperation. If the election is not won in the first two ballots, a third ballot is held and the election takes place by a relative majority of the votes cast. In the event of a tie, the election shall be by age.
The Board of Directors may delegate some of its powers to the Executive Committee, with the exception of decisions relating to the adoption of the budget and the administrative account in application of articles L. 1612-1 to L. 1612-20, as well as those referred to in Articles L. 1424-26 et L. 1424-82.
The maximum allowances voted by the board of directors of the fire and rescue service for the actual performance of the duties of chairman and vice-chairman are determined by reference to the scale provided, based on the population of the administrative district of the State, for the allowances of departmental councillors in article L. 3123-16, up to a limit of 50% for the president and 25% for each of the vice-presidents.
The boards of directors of the fire and rescue services mentioned in article L. 1424-77 are renewed under the conditions provided for in articles L. 1424-24-3, L. 1424-79 and L. 1424-80, within four months of 1 January 2018.
