Article L1441-1 of the French General Code of Local Authorities

A municipality or a public establishment for inter-municipal cooperation may set up, with the State, a local public establishment for educational cooperation responsible for mobilising and coordinating all players in order to contribute, in particular through the creation of educational success schemes, to the educational, cultural, social and health development and support of children.
