Article L1441-1 of the French General Code of Local Authorities

A municipality or a public establishment for inter-municipal cooperation may set up, with the State, a local public establishment for educational cooperation responsible for mobilising and coordinating all players in order to contribute, in particular through the creation of educational success schemes, to the educational, cultural, social and health development and support of children.

Article L1441-1

Une commune ou un établissement public de coopération intercommunale peut constituer avec l’Etat un établissement public local de coopération éducative chargé de mobiliser et de coordonner l’ensemble des acteurs afin de contribuer, notamment par la création de dispositifs de réussite éducative, au développement et au soutien éducatif, culturel, social et sanitaire des enfants.
