Article L1441-2 of the French General Code of Local Authorities

Local public establishments for educational cooperation are public establishments of an administrative nature created by order of the State representative, on the proposal of the commune or public establishment for inter-communal cooperation concerned.

A decree in the Council of State determines the rules for the organisation and operation of these establishments.

Les établissements publics locaux de coopération éducative sont des établissements publics à caractère administratif créés par arrêté du représentant de l’Etat, sur proposition de la commune ou de l’établissement public de coopération intercommunale intéressé.

Un décret en Conseil d’Etat détermine les règles d’organisation et de fonctionnement de ces établissements.
