I. – Each holder of individual training entitlements within the meaning of this chapter is informed of the amount of entitlements available to him and the top-ups from which he may benefit by accessing a free dematerialised service. This service also provides information on eligible training courses. It is responsible for paying for training courses, from registration to payment to the service providers who organise them. At least once a year, the manager of the dematerialised service informs local elected representatives with such an account, via the information system for the personal training account, of the existence of the individual training entitlement of local elected representatives, under conditions defined by decree.
The holders of the said entitlements have access to basic training modules required for the exercise of their mandate via this dematerialised service, from the first year of their mandate and free of charge. The registration procedures and content of these training courses are defined by decree.
II. – The automated processing of personal data enabling the management and use of individual training rights acquired by local elected representatives is the system referred to as the “personal training account information system” mentioned in article L. 6323-8 of the Labour Code.
III. – The Caisse des dépôts et consignations manages the dematerialised service, its general conditions of use and the automated processing mentioned in this article. The general conditions of use specify the commitments to which the elected representatives holding individual training rights and the training bodies subscribe.
