Article L2111-1 of the French General Code of Local Authorities

A commune’s name change is decided by decree, at the request of the municipal council and after consultation with the departmental council. However, name changes that are the consequence of a change in the territorial boundaries of communes are pronounced by the authorities competent to take decisions on changes.

Le changement de nom d’une commune est décidé par décret, sur demande du conseil municipal et après consultation du conseil départemental. Toutefois, les changements de noms qui sont la conséquence d’une modification des limites territoriales des communes sont prononcés par les autorités compétentes pour prendre les décisions de modification.
