Article L2113-11 of the French General Code of Local Authorities

The creation of delegated communes within a new commune automatically entails for each of them:

1° The institution of a delegated mayor;

2° The creation of an annex to the town hall in which civil status records relating to events occurring within the territorial limits of the delegated commune are drawn up. Civil solidarity pacts between partners who have established their common residence in the delegated municipality are also registered there.

Marriages may be celebrated and registered in the delegated municipality.
Marriages may be celebrated and civil solidarity pacts may be registered in one of the annexes to the town hall, within the territorial limits of the new commune. In communes resulting from a merger of communes in application of this chapter, in its wording prior to Law no. 2010-1563 of 16 December 2010 on the reform of territorial communities, marriages may be celebrated and civil solidarity pacts may be registered in the town hall of the new commune.

La création au sein d’une commune nouvelle de communes déléguées entraîne de plein droit pour chacune d’entre elles :

1° L’institution d’un maire délégué ;

2° La création d’une annexe de la mairie dans laquelle sont établis les actes de l’état civil relatifs aux événements survenus dans les limites territoriales de la commune déléguée. Les pactes civils de solidarité des partenaires ayant fixé leur résidence commune dans la commune déléguée y sont également enregistrés.

Les mariages peuvent être célébrés et les pactes civils de solidarité peuvent être enregistrés dans l’une des annexes de la mairie, dans les limites territoriales de la commune nouvelle. Dans les communes issues d’une fusion de communes en application du présent chapitre, dans sa rédaction antérieure à la loi n° 2010-1563 du 16 décembre 2010 de réforme des collectivités territoriales, les mariages peuvent être célébrés et les pactes civils de solidarité peuvent être enregistrés dans la mairie de la nouvelle commune.
