Article L2113-22-1 of the French General Code of Local Authorities

I. – A start-up grant for the new communes mentioned in article L. 2113-1 is instituted within the global operating grant.

II. – During the first three years following their creation, new communes whose order of creation was issued as of the next general renewal of municipal councils following the promulgation of the Law no. 2019-1479 of 28 December 2019 on finance for 2020 of municipal councils with a population less than or equal to 150,000 inhabitants benefit from an allocation under this grant. The allocation for each municipality that meets the conditions is equal to €6 per inhabitant. This amount is increased by €4 per inhabitant for new communes whose creation order was issued on or after 1 January 2022 when they only group together communes with a population of 3,500 or less. The amount of the allocation accruing to each commune is calculated each year to take account of changes in population.

The amount of the allocation is financed by the reductions provided for in article L. 2334-7-1.

Article L2113-22-1

I. – Il est institué, au sein de la dotation globale de fonctionnement, une dotation d’amorçage en faveur des communes nouvelles mentionnées à l’article L. 2113-1.

II. – Au cours des trois premières années suivant leur création, les communes nouvelles dont l’arrêté de création a été pris à compter du prochain renouvellement général des conseils municipaux suivant la promulgation de la loi n° 2019-1479 du 28 décembre 2019 de finances pour 2020 des conseils municipaux regroupant une population inférieure ou égale à 150 000 habitants bénéficient d’une attribution au titre de cette dotation. L’attribution revenant à chaque commune qui en remplit les conditions est égale à 6 € par habitant. Ce montant est majoré de 4 € par habitant pour les communes nouvelles dont l’arrêté de création a été pris à compter du 1er janvier 2022 lorsqu’elles ne regroupent que des communes dont la population est inférieure ou égale à 3 500 habitants. Le montant de l’attribution revenant à chaque commune est calculé chaque année pour tenir compte de l’évolution de la population.

Le montant de la dotation est financé par les minorations prévues à l’article L. 2334-7-1.
