Article L212-13 of the French Cinema and Moving Image Code

When the building permit relates to a project for the creation, extension or reopening to the public of a cinema subject to the authorisation provided for in article L. 212-7, the permit may not be granted before the issue of this authorisation and its implementation may not be undertaken before the expiry of the appeals lodged against the said authorisation.

Lorsque le permis de construire porte sur un projet de création, d’extension ou de réouverture au public d’un établissement de spectacles cinématographiques soumis à l’autorisation prévue à l’article L. 212-7, le permis ne peut être accordé avant la délivrance de cette autorisation et sa mise en œuvre ne peut être entreprise avant l’expiration des recours entrepris contre ladite autorisation.
