Article L212-3 of the French Insurance Code

Any insurance undertaking covering the risk of third party liability arising from the use of land motor vehicles which continues to refuse to cover the risk for which the premium has been set by the Central Rates Office shall be deemed no longer to be operating in accordance with the regulations in force. Depending on the case, it may be liable either to the withdrawal of the authorisations provided for in articles L. 321-1, L. 321-7 or L. 329-1, or to the penalties provided for in article L. 363-4.

Toute entreprise d’assurance qui couvre le risque de responsabilité civile résultant de l’emploi de véhicules terrestres à moteur qui maintient son refus de garantir le risque dont la prime a été fixée par le bureau central de tarification est considérée comme ne fonctionnant plus conformément à la réglementation en vigueur. Elle encourt, selon le cas, soit le retrait des agréments prévus aux articles L. 321-1, L. 321-7 ou L. 329-1, soit les sanctions prévues à l’article L. 363-4.
