Article L2143-4 of the French General Code of Local Authorities

In communes with fewer than 3,500 inhabitants, the municipal council may, at the request of the inhabitants, set up an advisory council for each town, hamlet or group of hamlets. The municipal council, after consulting the residents in accordance with the procedures it determines, then sets the name, composition and operating procedures of the council.

The advisory council thus created may be consulted by the residents in accordance with the procedures it determines.
The advisory council thus created may be consulted by the mayor on any matter. It shall be informed of any decision concerning the part of the municipal territory that it covers.

Dans les communes de moins de 3 500 habitants, chaque bourg, hameau ou groupement de hameaux peut être doté par le conseil municipal, sur demande de ses habitants, d’un conseil consultatif. Le conseil municipal, après avoir consulté les habitants selon les modalités qu’il détermine, en fixe alors la dénomination, la composition et les modalités de fonctionnement.


Le conseil consultatif ainsi créé peut être consulté par le maire sur toute question. Il est informé de toute décision concernant la partie du territoire communal qu’il couvre.
