The purchaser shall guarantee economic operators and works, supplies and services from States which are parties to the Agreement on Government Procurement concluded within the framework of the World Trade Organisation or to another equivalent international agreement to which the European Union is a party, within the limits of these agreements, treatment equivalent to that guaranteed to economic operators, works, supplies and services from the European Union.
In other cases, purchasers may include in the consultation documents criteria or restrictions based on the origin of all or part of the works, supplies or services making up the tenders proposed or the nationality of the operators authorised to submit a tender. The detailed rules for the application of this paragraph shall be laid down by regulation.
For the purposes of this Book, States which are parties to the European Economic Area and which are not members of the European Union shall be treated in the same way as Member States of the European Union.
