When a commune is a member of a metropolis, an urban community or a conurbation community with competence in road matters whose territory is covered by a mobility plan, or a community of communes with competence in road matters whose territory is covered by a mobility plan, the parking of motor vehicles is either prohibited, or reserved for particular categories of vehicles, or limited in time, or subject to payment, on public roads supporting the traffic of vehicles providing a regular public transport service and on the pavements adjacent to these roads when these measures are necessary to facilitate the movement of these vehicles or user access to the service.
