Article L2215-8 of the French General Code of Local Authorities

Public analysis laboratories run by local authorities are an essential part of public health safety policy; these laboratories are an integral part of the risk prevention and health crisis management system. They operate in the fields of veterinary public health, plant health and in monitoring the quality of food, drinking water and the environment.

In the event of a serious threat or damage to public health, the representative of the State in the department will immediately call upon the laboratory of the departmental veterinary service or the hydrological laboratory or, failing this, those of another department in coordination with the representative of the State in the department concerned, as necessary, to carry out his or her duties.

Les laboratoires publics d’analyses gérés par des collectivités territoriales constituent un élément essentiel de la politique publique de sécurité sanitaire ; ces laboratoires font partie intégrante du dispositif de prévention des risques et de gestion des crises sanitaires. Ils interviennent dans les domaines de la santé publique vétérinaire, de la santé végétale et dans la surveillance de la qualité de l’alimentation, des eaux potables et de l’environnement.

En cas de menace ou d’atteinte graves à la santé publique, le représentant de l’Etat dans le département dispose sans délai, en tant que de besoin, pour l’exercice de ses attributions, du laboratoire du service vétérinaire du département ou du laboratoire hydrologique ou, à défaut, de ceux d’un autre département en coordination avec le représentant de l’Etat dans le département concerné.
