Article L2224-12-1 of the French General Code of Local Authorities

Any supply of drinking water, whoever the beneficiary, is billed at the rate applicable to the corresponding category of user, households, occupants of buildings used primarily for residential purposes, being able to constitute a category of user. The local authorities referred to in article L. 2224-12 are required to put an end, before 1 January 2008, to any provision or stipulation to the contrary. This article does not apply to water consumption from hydrants and fire hydrants placed on the public domain.

Toute fourniture d’eau potable, quel qu’en soit le bénéficiaire, fait l’objet d’une facturation au tarif applicable à la catégorie d’usagers correspondante, les ménages, occupants d’immeubles à usage principal d’habitation, pouvant constituer une catégorie d’usagers. Les collectivités mentionnées à l’article L. 2224-12 sont tenues de mettre fin, avant le 1er janvier 2008, à toute disposition ou stipulation contraire. Le présent article n’est pas applicable aux consommations d’eau des bouches et poteaux d’incendie placés sur le domaine public.
