Article L2334-29 of the French General Code of Local Authorities

The communes directly receive the sums due to them in respect of the first part of the special allocation.

Sums relating to the second part are allocated, subject to the provisions of the following paragraph to the Centre national de la fonction publique territoriale which pays, on behalf of the commune, under the conditions laid down by decree in the Conseil d’Etat and without this entailing any charges for this establishment, the municipal allowance to eligible primary school teachers, on the basis of the amount set for each municipality by the State representative in the department and up to the unit amount set at national level in article L. 2334-28.

From 2003, the allocation paid to the Centre national de la fonction publique territoriale is reduced by the amount of the accounting balance of the special allocation for housing schoolteachers from the penultimate financial year.

Les communes perçoivent directement les sommes leur revenant au titre de la première part de la dotation spéciale.

Les sommes afférentes à la seconde part sont attribuées, sous réserve des dispositions de l’alinéa suivant au Centre national de la fonction publique territoriale qui verse, au nom de la commune, dans les conditions fixées par décret en Conseil d’Etat et sans que cela n’entraîne de charges pour cet établissement, l’indemnité communale aux instituteurs ayants droit, sur la base du montant fixé pour chaque commune par le représentant de l’Etat dans le département et dans la limite du montant unitaire fixé sur le plan national à l’article L. 2334-28.

A compter de 2003, la dotation versée au Centre national de la fonction publique territoriale est minorée du montant du reliquat comptable de la dotation spéciale pour le logement des instituteurs du pénultième exercice.
