Article L2512-1 of the French Public procurement code

The rules defined in Title II apply to public contracts which must be concluded in accordance with the procedures laid down by :
1° An international agreement or administrative arrangement relating to the stationing of troops;
2° An international agreement or administrative arrangement concluded between a Member State of the European Union and one or more third States or a subdivision thereof, relating to works, supplies or services intended for the joint implementation or exploitation of a project by its signatory parties. This agreement is communicated to the European Commission;
3° An international organisation.

Article L2512-1

Sont soumis aux règles définies au titre II les marchés publics qui doivent être conclus selon des procédures prévues par :
1° Un accord international ou un arrangement administratif, relatif au stationnement de troupes ;
2° Un accord international ou un arrangement administratif, conclu entre un Etat membre de l’Union européenne et un ou plusieurs Etats tiers ou une subdivision de ceux-ci, portant sur des travaux, des fournitures ou des services destinés à la réalisation ou à l’exploitation en commun d’un projet par ses parties signataires. Cet accord est communiqué à la Commission européenne ;
3° Une organisation internationale.
