Article L2521-2 of the French General Code of Local Authorities

In the communes of the departments of Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne, the mayors remain responsible, under the supervision of the representative of the State in the department and without prejudice to the attributions, both general and special, conferred upon them by the laws, for everything that concerns communal roads, the freedom and safety of the public highway, the establishment, the upkeep and conservation of communal buildings, cemeteries, promenades, squares, streets and public thoroughfares that do not depend on the national and departmental highways, lighting, sweeping, watering, the soundness and healthiness of private buildings, help for drowned persons, the setting of market prices, the establishment and repair of fountains, aqueducts, pumps and sewers, tenders, contracts and leases.

Dans les communes des départements des Hauts-de-Seine, de la Seine-Saint-Denis et du Val-de-Marne, les maires restent chargés, sous la surveillance du représentant de l’Etat dans le département et sans préjudice des attributions, tant générales que spéciales, qui leur sont conférées par les lois, de tout ce qui concerne la voirie communale, la liberté et la sûreté de la voie publique, l’établissement, l’entretien et la conservation des édifices communaux, cimetières, promenades, places, rues et voies publiques ne dépendant pas des voiries nationale et départementale, l’éclairage, le balayage, les arrosages, la solidité et la salubrité des constructions privées, les secours aux noyés, la fixation des mercuriales, l’établissement et la réparation des fontaines, aqueducs, pompes et égouts, les adjudications, marchés et baux.
