Article L3113-1 of the French General Code of Local Authorities

Creations and deletions of arrondissements are decided by decree after consultation with the departmental council. Changes to the territorial boundaries of arrondissements are decided by the representative of the State in the region, after consultation with the departmental council.

The transfer of the principal town of an arrondissement is decided by decree, after consultation with the departmental council and the municipal councils of the commune in which the principal town is located and of the commune to which the transfer of the principal town is envisaged.

Les créations et suppressions d’arrondissements sont décidées par décret après consultation du conseil départemental. Les modifications des limites territoriales des arrondissements sont décidées par le représentant de d’Etat dans la région, après consultation du conseil départemental.

Le transfert du chef-lieu d’un arrondissement est décidé par décret , après consultation du conseil départemental et des conseils municipaux de la commune siège du chef-lieu et de celle où le transfert du chef-lieu est envisagé.
