Article L3121-10 of the French General Code of Local Authorities

The departmental council is also convened at the request of:

– the standing committee;

– or one-third of the members of the departmental council on a specific agenda, for a period that may not exceed two days. The same departmental councillor may not submit more than one request for a meeting per six-month period.

In exceptional circumstances, departmental councils may be convened by decree.

Le conseil départemental est également réuni à la demande :

– de la commission permanente ;

– ou du tiers des membres du conseil départemental sur un ordre du jour déterminé, pour une durée qui ne peut excéder deux jours. Un même conseiller départemental ne peut présenter plus d’une demande de réunion par semestre.

En cas de circonstances exceptionnelles, les conseils départementaux peuvent être réunis par décret.
