Votes are taken by open ballot whenever one-sixth of the members present so request. In the event of a tie, the Chairman has the casting vote.
Nonetheless, votes on appointments are always taken by secret ballot in cases where the law or regulations expressly provide for this. In other cases, the departmental council may decide unanimously not to make appointments by secret ballot.
If only one nomination has been submitted for each post to be filled on the departmental commissions or on external bodies, or if only one list has been presented after a call for nominations, the appointments take effect immediately, in the order of the list where applicable, and are read out by the president of the departmental council.
