Article L3121-17 of the French General Code of Local Authorities

Any person has the right to request communication of the deliberations and minutes of the public meetings of the departmental council, the deliberations of the permanent committee, the budgets and accounts of the department and the decrees of the president.

Each person may publish them under his or her own responsibility.

The documents referred to in the second paragraph, which may be obtained both from the president of the departmental council and from the decentralised services of the State, are made available under the conditions laid down in article L. 311-9 of the code of relations between the public and the administration.

The provisions of this article apply to the administrative public establishments of the départements.

Toute personne a le droit de demander communication des délibérations et procès-verbaux des séances publiques du conseil départemental, des délibérations de la commission permanente, des budgets et des comptes du département ainsi que des arrêtés du président.

Chacun peut les publier sous sa responsabilité.

La communication des documents mentionnés au deuxième alinéa, qui peut être obtenue aussi bien du président du conseil départemental que des services déconcentrés de l’Etat, intervient dans les conditions prévues par l’article L. 311-9 du code des relations entre le public et l’administration.

Les dispositions du présent article s’appliquent aux établissements publics administratifs des départements.
