Article L3121-9 of the French General Code of Local Authorities

The departmental council meets at the initiative of its chairman, at least once every three months, at a location in the department chosen by the standing committee.

In years when the general renewal of the departmental councils takes place, the first meeting is held as of right on the second Thursday following the first round of voting.

At the first meeting of the departmental council, immediately after the election of the president, vice-presidents and other members of the standing committee, the president reads out the charter for locally elected representatives provided for in article L. 1111-1-1. The president provides the departmental councillors with a copy of the charter for locally elected representatives and of chapter III of this title.

Le conseil départemental se réunit à l’initiative de son président, au moins une fois par trimestre, dans un lieu du département choisi par la commission permanente.

Pour les années où a lieu le renouvellement général des conseils départementaux, la première réunion se tient de plein droit le second jeudi qui suit le premier tour de scrutin.

Lors de la première réunion du conseil départemental, immédiatement après l’élection du président, des vice-présidents et des autres membres de la commission permanente, le président donne lecture de la charte de l’élu local prévue à l’article L. 1111-1-1. Le président remet aux conseillers départementaux une copie de la charte de l’élu local et du chapitre III du présent titre.
