Without prejudice to the direct recourse available to it, if a natural or legal person is injured by an act mentioned in articles L. 3131-2 and L. 3131-4, it may, within two months of the date on which the act became enforceable, request the representative of the State in the department to implement the procedure provided for in article L. 3132-1.
For the acts mentioned in article L. 3131-2, this request may not have the effect of extending the time limit for contentious appeal available to the State representative pursuant to article L. 3132-1.
Where the request concerns an act mentioned in article L. 3131-4, the State representative may refer the act in question to the administrative court within two months of its referral by the aggrieved natural or legal person.
