Article L322-2 of the French Code of civil enforcement procedures

The bailiff may enter the premises and, if necessary, have the doors and furniture opened in order to describe the seized property.
In the absence of the occupant of the premises or if the occupant refuses access, the bailiff shall proceed as set out in articles L. 142-1 and L. 142-2. When the premises are occupied by a third party by virtue of a right enforceable against the debtor, the judicial officer may only enter with the prior authorisation of the enforcement judge, in the absence of the occupant’s agreement.

L’huissier de justice instrumentaire peut pénétrer dans les lieux et, le cas échéant, faire procéder à l’ouverture des portes et des meubles, afin de décrire l’immeuble saisi.
En l’absence de l’occupant du local ou si ce dernier en refuse l’accès, l’huissier de justice procède comme il est dit aux articles L. 142-1 et L. 142-2. Lorsque les lieux sont occupés par un tiers en vertu d’un droit opposable au débiteur, l’huissier de justice ne peut y pénétrer que sur autorisation préalable du juge de l’exécution, à défaut d’accord de l’occupant.
