Copyright and related rights management organisations are required to give a written, reasoned decision within a period not exceeding two months on disputes relating to the conditions, effects and termination of the rights management authorisation and the management thereof, which are addressed to them by their members, by other organisations for which they manage rights under a representation agreement and by the holders of rights who are not their members but who have a direct legal relationship with them by operation of law or by way of assignment, licence or any other contractual agreement.
The period provided for in the previous paragraph may be extended for a legitimate reason, in particular where the body does not have the documents or information necessary to process the request referred to it.
The communication of these disputes to the bodies is without prejudice to the right of the persons mentioned in the first paragraph to refer the matter to the court.
