Article L351-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national who applies to enter France on the grounds of asylum may be placed in a waiting area in accordance with the procedures laid down in Title IV, with the exception of article L. 341-1, the time strictly necessary to check :
1° Whether the examination of his/her application falls within the competence of another State pursuant to Regulation (EU) No 604/2013 of the European Parliament and of the Council of 26 June 2013 establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third-country national or a stateless person, or pursuant to undertakings identical to those provided for in the same Regulation ;
2° Or, if his application is not inadmissible;
3° Or, if his application is not manifestly unfounded.

Article L351-1

L’étranger qui demande à entrer en France au titre de l’asile peut être placé en zone d’attente selon les modalités prévues au titre IV à l’exception de l’article L. 341-1, le temps strictement nécessaire pour vérifier :
1° Si l’examen de sa demande relève de la compétence d’un autre Etat en application du règlement (UE) n° 604/2013 du Parlement européen et du Conseil, du 26 juin 2013, établissant les critères et mécanismes de détermination de l’Etat membre responsable de l’examen d’une demande de protection internationale introduite dans l’un des Etats membres par un ressortissant de pays tiers ou un apatride, ou en application d’engagements identiques à ceux prévus par le même règlement ;
2° Ou, si sa demande n’est pas irrecevable ;
3° Ou, si sa demande n’est pas manifestement infondée.
