Article L3611-5 of the French General Code of Local Authorities

The groupings of territorial authorities and the mixed syndicates provided for in article L. 5721-2 of which the Metropole of Lyon is a member have the same rights and are subject to the same obligations as groupings of local authorities and mixed syndicates made up wholly or partly of public establishments for inter-municipal cooperation with their own tax status or departments.

They are also eligible for the same aid, subsidies and support schemes as local authority groupings and mixed syndicates made up wholly or partly of public establishments for inter-municipal cooperation with their own tax status or departments.

Les groupements de collectivités territoriales et les syndicats mixtes prévus à l’article L. 5721-2 dont la métropole de Lyon est membre disposent des mêmes droits et sont soumis aux mêmes obligations que les groupements de collectivités et les syndicats mixtes composés en tout ou partie d’établissements publics de coopération intercommunale à fiscalité propre ou de départements.

Ils sont également éligibles aux mêmes aides, subventions et dispositifs de soutien que les groupements de collectivités et les syndicats mixtes composés en tout ou partie d’établissements publics de coopération intercommunale à fiscalité propre ou de départements.
