Article L3621-1 of the French General Code of Local Authorities

The territorial limits of metropolitan Lyon set out in Article L. 3611-1 are modified by law, after consultation with the metropolitan council, the municipal councils of the interested communes and the departmental council concerned, the Conseil d’Etat having been heard. However, when the metropolitan council, the municipal councils of the municipalities concerned and the departmental council have approved the proposed modifications by deliberation, these territorial boundaries are modified by decree in the Conseil d’Etat.

Les limites territoriales de la métropole de Lyon fixées à l’article L. 3611-1 sont modifiées par la loi, après consultation du conseil de la métropole, des conseils municipaux des communes intéressées et du conseil départemental intéressé, le Conseil d’Etat entendu. Toutefois, lorsque le conseil de la métropole, les conseils municipaux des communes intéressées et le conseil départemental ont approuvé par délibération les modifications envisagées, ces limites territoriales sont modifiées par décret en Conseil d’Etat.
