Article L4111-1 of the French Labour Code

Subject to the exceptions provided for in Article L. 4111-4, the provisions of this part apply to private-law employers and workers.

They also apply to

1° Public industrial and commercial establishments ;

2° Public administrative establishments when they employ staff under private law conditions;

3° Health, social and medico-social establishments mentioned inarticle 2 of law no. 86-33 of 9 January 1986 on statutory provisions relating to the hospital civil service, as well as public law health cooperation groups mentioned in 1° of article L. 6133-3 of the Public Health Code.

Article L4111-1

Sous réserve des exceptions prévues à l’article L. 4111-4, les dispositions de la présente partie sont applicables aux employeurs de droit privé ainsi qu’aux travailleurs.

Elles sont également applicables :

1° Aux établissements publics à caractère industriel et commercial ;

2° Aux établissements publics administratifs lorsqu’ils emploient du personnel dans les conditions du droit privé ;

3° Aux établissements de santé, sociaux et médico-sociaux mentionnés à l’article 2 de la loi n° 86-33 du 9 janvier 1986 portant dispositions statutaires relatives à la fonction publique hospitalière ainsi qu’aux groupements de coopération sanitaire de droit public mentionnés au 1° de l’article L. 6133-3 du code de la santé publique.
