In the regional councils, the operation of the groups of elected representatives may be the subject of deliberations without the decisions relating to the allowance system for elected representatives being modified on this occasion.
In these same regional councils, the groups of elected representatives are constituted by the submission to the president of the regional council of a declaration, signed by their members, accompanied by a list of their members and their representative. They may declare themselves to be in opposition. Minority groups are those which have not declared themselves to be in opposition, with the exception of the group with the largest number of members.
Under the conditions it defines, the Regional Council may allocate administrative premises and office equipment to the groups of elected representatives, for their own use or for joint use, and cover their documentation, mail and telecommunications costs.
The President of the Regional Council may, under the conditions set by the Regional Council and on the proposal of the representatives of each group, assign one or more persons to the groups of elected representatives. The Regional Council shall allocate to the regional budget, in a chapter specially created for this purpose, the appropriations necessary for this expenditure, which may not exceed 30% of the total amount of the allowances paid each year to the members of the Regional Council, including social security charges.
The President of the Regional Council shall be the authorising officer for the aforementioned expenditure.
The elected representative responsible for each group of elected representatives shall decide the terms and conditions for the performance of the entrusted service that these collaborators perform for these groups within the deliberative body.
