Article L4132-3 of the French General Code of Local Authorities

Where the operation of a regional council proves impossible, the government may order its dissolution by a reasoned decree issued in the Council of Ministers; it shall inform Parliament of this as soon as possible.

Dissolution may never be ordered by way of a general measure.

Lorsque le fonctionnement d’un conseil régional se révèle impossible, le gouvernement peut en prononcer la dissolution par décret motivé pris en conseil des ministres ; il en informe le Parlement dans le délai le plus bref.

La dissolution ne peut jamais être prononcée par voie de mesure générale.
