Article L4132-9-1 of the French General Code of Local Authorities

The chairman may decide that the regional council meeting is to be held in several places by videoconference.

Where the regional council meeting is held by videoconference, the quorum shall be assessed on the basis of the presence of the regional councillors in the various places by videoconference.

Votes may only be taken by public ballot. If a request for a secret ballot is adopted, the Chairman shall postpone the agenda item to a later meeting, which may not be held by videoconference. The public ballot may be organised either by roll call or by electronic ballot, under conditions that guarantee its sincerity. In the event of a tie, the Chairman has the casting vote. The Chairman shall announce the result of the vote, which shall be recorded in the minutes together with the names of those who voted.
Meetings of the Regional Council may not be held in more than one place by videoconference for the election of the President and the Standing Committee, nor for the adoption of the initial budget, nor for the application of articles L. 4132-21 and L. 4132-22. The Regional Council meets in a single place at least once every six months.
When a meeting of the Regional Council is held in whole or in part by videoconference, it is broadcast live to the public on the Regional Council’s website. Where the regional council provides a number of venues for one of its meetings to be held by videoconference, each venue must be accessible to the public.

Where the regional council meeting is held wholly or partly by videoconference, it must be broadcast live to the public on the regional council’s website.
When a meeting of the Regional Council is held in whole or in part by videoconference, this fact is mentioned in the notice of meeting sent pursuant to Article L. 4132-8.

The rules of procedure shall lay down the practical arrangements for holding meetings in several locations by videoconference.

Le président peut décider que la réunion du conseil régional se tient en plusieurs lieux, par visioconférence.

Lorsque la réunion du conseil régional se tient par visioconférence, le quorum est apprécié en fonction de la présence des conseillers régionaux dans les différents lieux par visioconférence.

Les votes ne peuvent avoir lieu qu’au scrutin public. En cas d’adoption d’une demande de vote secret, le président reporte le point de l’ordre du jour à une séance ultérieure, qui ne peut se tenir par visioconférence. Le scrutin public peut être organisé soit par appel nominal, soit par scrutin électronique, dans des conditions garantissant sa sincérité. En cas de partage des voix, la voix du président est prépondérante. Le président proclame le résultat du vote, qui est reproduit au procès-verbal avec le nom des votants.

La réunion du conseil régional ne peut se tenir en plusieurs lieux par visioconférence pour l’élection du président et de la commission permanente, ni pour l’adoption du budget primitif, ni pour l’application des articles L. 4132-21 et L. 4132-22. Le conseil régional se réunit en un seul et même lieu au moins une fois par semestre.

Lorsque la réunion du conseil régional se tient entièrement ou partiellement par visioconférence, elle est diffusée en direct à l’attention du public sur le site internet du conseil régional. Lorsque des lieux sont mis à disposition par le conseil régional pour la tenue d’une de ses réunions par visioconférence, chacun d’entre eux est accessible au public.

Lorsque la réunion du conseil régional se tient entièrement ou partiellement par visioconférence, il en est fait mention dans la convocation adressée en application de l’article L. 4132-8.

Le règlement intérieur fixe les modalités pratiques de déroulement des réunions en plusieurs lieux par visioconférence.
