The chairman may decide that the regional council meeting is to be held in several places by videoconference.
Where the regional council meeting is held by videoconference, the quorum shall be assessed on the basis of the presence of the regional councillors in the various places by videoconference.
Votes may only be taken by public ballot. If a request for a secret ballot is adopted, the Chairman shall postpone the agenda item to a later meeting, which may not be held by videoconference. The public ballot may be organised either by roll call or by electronic ballot, under conditions that guarantee its sincerity. In the event of a tie, the Chairman has the casting vote. The Chairman shall announce the result of the vote, which shall be recorded in the minutes together with the names of those who voted.
Meetings of the Regional Council may not be held in more than one place by videoconference for the election of the President and the Standing Committee, nor for the adoption of the initial budget, nor for the application of articles L. 4132-21 and L. 4132-22. The Regional Council meets in a single place at least once every six months.
When a meeting of the Regional Council is held in whole or in part by videoconference, it is broadcast live to the public on the Regional Council’s website. Where the regional council provides a number of venues for one of its meetings to be held by videoconference, each venue must be accessible to the public.
Where the regional council meeting is held wholly or partly by videoconference, it must be broadcast live to the public on the regional council’s website.
When a meeting of the Regional Council is held in whole or in part by videoconference, this fact is mentioned in the notice of meeting sent pursuant to Article L. 4132-8.
The rules of procedure shall lay down the practical arrangements for holding meetings in several locations by videoconference.
