Article L4221-1-1 of the French General Code of Local Authorities

The regional council may, on its own initiative or at the request of the council of a metropolitan area, transfer to the latter, within the limits of its territory, the following responsibilities:

1° Responsibility for the construction, reconstruction, development, maintenance and operation of lycées. To this end, the metropolitan authority provides reception, catering, accommodation and general and technical maintenance, with the exception of pupil supervision and supervision, in the lycées for which it is responsible;

2° The powers exercised by the region in terms of economic development pursuant to articles L. 4211-1 and L. 4253-1 to L. 4253-3, or part of them.

Article L4221-1-1

Le conseil régional peut, à son initiative ou saisi d’une demande en ce sens du conseil d’une métropole, transférer à celle-ci, dans les limites de son territoire, les compétences suivantes :

1° La compétence en matière de construction, de reconstruction, d’aménagement, d’entretien et de fonctionnement des lycées. A ce titre, la métropole assure l’accueil, la restauration, l’hébergement ainsi que l’entretien général et technique, à l’exception des missions d’encadrement et de surveillance des élèves, dans les lycées dont elle a la charge ;

2° Les compétences exercées par la région en matière de développement économique en application des articles L. 4211-1 et L. 4253-1 à L. 4253-3, ou une partie d’entre elles.
