Article L423-21 of the French Code governing the entry and residence of foreign nationals and the right of asylum

In the year following their eighteenth birthday or if they are covered by the provisions of article L. 421-35, foreign nationals who can prove by any means whatsoever that they have habitually resided in France since reaching the age of thirteen with at least one of their parents will be issued with a temporary residence permit bearing the wording “private and family life” for a period of one year. The condition set out in article L. 412-1 does not apply.
For the purposes of the first paragraph, parentage means legally established parentage, including by virtue of an adoption decision, subject to verification by the public prosecutor’s office of the legality of this decision when it was pronounced abroad.

Dans l’année qui suit son dix-huitième anniversaire ou s’il entre dans les prévisions de l’article L. 421-35, l’étranger qui justifie par tout moyen avoir résidé habituellement en France depuis qu’il a atteint au plus l’âge de treize ans avec au moins un de ses parents se voit délivrer une carte de séjour temporaire portant la mention ” vie privée et familiale ” d’une durée d’un an. La condition prévue à l’article L. 412-1 n’est pas opposable.
Pour l’application du premier alinéa, la filiation s’entend de la filiation légalement établie, y compris en vertu d’une décision d’adoption, sous réserve de la vérification par le ministère public de la régularité de cette décision lorsqu’elle a été prononcée à l’étranger.
