Article L424-1 of the French Insurance Code

A compensation body shall compensate injured parties resident in France who are entitled to compensation for any loss or injury resulting from accidents occurring on the metropolitan territory of a State party to the European Economic Area, other than the French State, and involving a vehicle normally based and insured in one of these States.

Without prejudice to the civil liability legislation of third countries and to private international law, the provisions of this article also apply to injured parties resident in France and entitled to compensation for any loss or injury resulting from accidents occurring in a third country whose national insurers’ bureau has joined the international insurance card scheme, where the accidents in question are caused by the use of vehicles insured and normally based in a Member State of the European Union.

Article L424-1

Un organisme d’indemnisation indemnise les personnes lésées, résidant en France, ayant droit à indemnisation pour tout préjudice résultant d’accidents survenus sur le territoire métropolitain d’un Etat partie à l’Espace économique européen, autre que l’Etat français, et mettant en cause un véhicule ayant son stationnement habituel et étant assuré dans un des ces Etats.

Sans préjudice de la législation des pays tiers en matière de responsabilité civile et du droit international privé, les dispositions du présent article s’appliquent également aux personnes lésées résidant en France et ayant droit à indemnisation pour tout préjudice résultant d’accidents survenus dans un pays tiers dont le bureau national d’assurance a adhéré au régime de la carte internationale d’assurance, lorsque les accidents en question sont causés par la circulation de véhicules assurés et stationnés de façon habituelle dans un Etat membre de l’Union européenne.
